Under the general direction of the Application Development and Support Manager, an IT Manager I, the IT Specialist II (Senior Application Specialist) is an expert technical resource responsible for the design, development, deployment, and maintenance of the Authority’s Commercial-off-the-Shelf (COTS), Software as a Service (SaaS) and Custom applications with primary responsibility for Geographic Information System (GIS) Applications. The incumbent ensures adequate documentation for ongoing maintenance and support of all IT applications; provides innovative desktop and mobile ready geospatial web mapping solutions to the Authority, its contractors, and other agency stakeholders; assists with Americans with Disabilities Act (ADA) compliance issues; ensures applications are optimized; and integrates GIS information with other Authority applications and solutions. Part time telework is available for this position up to three days per week for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. • The steps you took to define the business need, determine the technical solution, and implement the solution.
• Software Development Lifecycle (SDLC) deliverables created.
• Issues or problems encountered and how they were resolved.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Experience implementing, configuring, administering, maintaining, and supporting SaaS/ COTS and custom applications.
• Experience in GIS development/programming, server administration, and/or geospatial analysis.
• Demonstrated experience coding in .NET, Java, C#, JavaScript, HTML5, CSS3, ArcGIS Server 11.X Services, and development of API libraries.
• Experience with ArcGIS for Server 11.x and its extensions (i.e., Spatial Analyst, 3D Analyst, Network Analyst, etc.).
• Working knowledge of GIS interface with non-spatial data using SQL (via stored procedures, ETL, SSIS, SSRS, etc.)
• Experience with scripting languages, such as Python and tools commonly used in the GIS development and workflow automation environments.
• Experience with geographic data management, including ESRI geodatabases and RDBMS.
• Experience with geospatial web application design and development.
• Experience with application development/support in AWS.
• Experience with administering MS SQL Server databases.
• Experience with WebSphere, WebLogic and IIS.
• Experience with Postman, SoapUI, Swagger, etc.
• Experience with Application Lifecycle Management (ALM) tools such as JIRA, Confluence, and code repository tools like Bitbucket and their integrations.
• Knowledge of GIS interface with non-spatial data using SQL (via stored procedures, ETL, SSIS, SSRS, etc.)
• Knowledge of ArcGIS for Server architecture in a cloud environment and GeoCortex.
• Knowledge of multi-user geodatabases and geodatabase design, database replication/ versioning techniques and best practices, and ArcGIS desktop client/ArcSDE server interface.
• Proficiency and knowledge of the Microsoft Office Suite, including Excel, Word, PowerPoint, Visio and Outlook.
• Ability to respond appropriately to difficult situations and acknowledge the various responses.
• Ability to exercise good judgment in the performance of responsibilities, requiring minimum supervision.
• Ability to meet business needs through innovative solutions and demonstrate a service oriented, customer relations-sensitive attitude.
